Lastly, RHA’s reference checks came back with positive feedback The design work will be divided into two phases. Phase 1 will begin the process to design the courts and amenities at a cost of $97,280. Phase 2 is development of biddable construction documents at a cost of $101,930, bringing the cost for Phase 1 and 2 to $199,210. Funding Requirements
In the Spring of 2022, Congressman Lou Correa secured $2 million in funding from community projects through the federal Omnibus budget legislation bill. This funding opportunity was made available through the U.S. Department of Housing and Urban Development (HUD)’s Economic Development Initiative Community Project Funding Grants.
Since federal funds will be used, the project is required to demonstrate compliance with the National Environmental Policy Act (NEPA) by preparing and providing environmental documents satisfying federal disclosure obligations. RHA submitted a proposal of $34,510 to complete these documents.
The environmental review will occur during Phase 1 of the project.
Staff is currently working with HUD to complete the necessary steps, including submitting an application, to enter into an agreement with HUD. After the agreement is received, staff will bring it forward for approval at a future Council meeting. Access to the grant funding will be issued after the environmental review is completed and certified.
The additional cost of $34,510 for NEPA documentation services brings the RHA bid total to $233,720. A 10% contingency of $23,372 is also included for a total not-to-exceed amount of $257,092. The total cost budgeted for this project is $2.75 million. Sufficient funds are available within the project budget in the Park Acquisition Fund (510) and the Park Acquisition & Development Fund (511) to cover the cost of design environmental review. Remaining 510 funds assigned to this project will be combined with the $2 million Community Project Grant to fund the construction costs.
