6. DISCUSSION AND BACKGROUND
Currently, there are a total of 54 light poles providing area/pathway lighting for Grijalva Park. The lighting was designed with metal poles mounted on concrete foundations at ground level.

Deterioration near the base of these poles has resulted in the need to replace several light poles in past years. Despite past measures taken to protect the poles, deterioration continues due to the effects of corrosion. Several light poles have now been removed, including two which came down during heavy winds. Nine poles in total have been removed due to safety concerns and all others are being evaluated regularly.

The City Council approved the Area Lighting Replacement Project at Grijalva Park as part of the Fiscal Year 2022 budget adoption. The objective of this project is to replace all park area lighting with City of Orange Printed on 11/10/2022Page 1 of 2

Fiscal Year 2022 budget adoption. The objective of this project is to replace all park area lighting with new poles and fixtures designed to resist corrosion, while utilizing the existing concrete foundations and electrical infrastructure.

Request for Proposals (RFP 22-23.11) was issued in September 2022. One proposal, submitted by LIN Consulting, Inc. (LIN), was received. Staff reviewed the proposal, and based on the firm’s experience, their overall qualifications, their record of success on previous projects, and their overall responsiveness to the RFP, staff deemed LIN Consulting qualified to be awarded the project. Staff verified the qualifications of the vendor with references provided for similar projects, including two separate City of Los Angeles projects, and received positive responses.

LIN’sproposed cost for the project is $44,375. Including a 10 percent contingency of $4,437.50 for unanticipated expenses, the total amount for the contract is $48,812.50. The cost for the design is included in Fiscal Year 22 CIP through Park Acquisition (Infill) funds (510). Additionally, the City received funding for this project through the State’sPer Capita Allocation program funded through Prop 68. Therefore, funding is also available through Reimbursable Capital Projects (550). It is anticipated that the design process will take approximately six to eight weeks to complete. The next step will be to put a Request For Proposal (RFP) out for construction to install the new lighting infrastructures.
