6. DISCUSSION AND BACKGROUND
The Permanent Local Housing Allocation (PLHA) program was established pursuant to the Building Homes & Jobs Act in 2017, Senate Bill 2 (SB 2) to provide funding to jurisdictions to address the need for affordable housing. On April 14, 2020, City Council authorized the City to apply for the non- competitive PLHA funds. The City of Orange anticipates receiving $3,644,898 over five years. To date, the City has received a total of $1,551,700 for the first and second year allocation.

On February 11, 2020, in collaboration with other cities in the North Orange County Service Planning Area, the City Council approved the funding of two navigation centers to provide services to people experiencing homelessness. experiencing homelessness. The PLHA funds were approved by City Council to reimburse the City’s portion of the construction and operations of the navigation centers over the next five years. The City receives an annual bill for its share of the operational costs of the two navigation centers, in alignment with the PLHA allocation. The cost of construction and operations over the first two years amounted to $1,328,885, leaving $222,815 available to apply towards another project.

Under the approved PLHA plan, the City must use these funds towards capital and operating costs of navigation centers and emergency shelters. In August 2022, HomeAid approached the City to inquire into available funding for its Family Care Center, an emergency shelter for families experiencing homelessness in the City of Orange. The requested funding replaces operational funding that HomeAid had been relying on but that is being phased out. The $222,815 will provide stopgap funding for the Family Care Center while HomeAid identifies and secures new sources of permanent funding for its operations.

The Family Care Center offers flexible sleeping areas for up to 16 families each night and offers breakfast, lunch, dinner, as well as services such as showers, laundry, tutoring, assistance with homework, and access to computers for students. Since its inception in 2017, the Family Care Center has given priority to assisting Orange families before helping families from neighboring cities.

Staff recommends using the balance of the PLHA funds available to fund the Family Care Center, an eligible expense under the PLHA approved plan. The funding will go to assist with operations of the shelter to keep it safe and healthy for the families utilizing the services.
