6. DISCUSSION AND BACKGROUND
Pursuant to an agreement reached in federal court, the City has partnered with The HUB to oversee and manage the onsite operations and services previously provided by Mary’sKitchen. Currently, temporary facilities operate in the street and sidewalk on Struck Ave, adjacent to the City's Corporate Yard. In an effort to reclaim the use of the street, avoid issues related to the rainy season, and create additional space for services requested by The HUB, staff developed a plan for moving services off the street and onto the 517 W. Struck Avenue site.
Staff recommends that the City move the modular building currently located at the former Fire Headquarters to the Struck Avenue site. With the opening of the new Fire Headquarters, the modular building is no longer needed. Moving the building to the Struck Ave. site would replace the long-term City of Orange Printed on 11/10/2022Page 1 of 2

building is no longer needed. Moving the building to the Struck Ave. site would replace the long-term rental trailers located in the street and serve as necessary office and meeting space for The HUB services. The relocation would allow the City to reduce monthly operating expenses associated with the rentals while alleviating any health and safety concerns of operating in the street.
To accomplish the relocation staff contacted a variety of different modular trailer movers for assistance. The only local contractor who was equipped to move the sizeable double-wide modular trailer in the timeframe necessary to perform the essential services was R. Jensen Co. Inc. As such, staff recommends awarding the project to R. Jensen Co. Inc. in an amount not to exceed $87,308 ($75,920, plus 15% contingency for unforeseen conditions).
Additionally, after evaluating the Struck site for the modular trailer, staff determined the existing pavement on-site was uneven, in poor condition, and not appropriately suited to accept the modular building. As such, staff recommends resurfacing the asphalt pavement on-site for the relocated building. For this, RJ Noble Inc. was the lowest responsive bid for the Annual Pavement Project (SP- 4183) and is currently under contract to perform street improvements city-wide. They have agreed to construct a 2-inch layer of asphalt over the existing pavement to create an acceptable building pad.
Staff recommends contract Amendment No. 1 to increase the approved contract with RJ Noble Inc. by $63,980 to cover the costs.
In total, staff requests an appropriation of $151,288 to fund these activities through the General Fund (100). Should other funding become available, staff will reallocate the expenses to the appropriate fund and return to the City Council with any proposed recommendations. It is anticipated work will be completed by January 2023, thus allowing The HUB to move off the street and operate all services from the 517 W. Struck Avenue site.
