1. SUBJECT
Agreement with Sagecrest Planning and Environmental for planning staff services.
2. SUMMARY
Agreement with Sagecrest Planning and Environmental to continue to provide planning staff services for the City of Orange while recruitment is on-going for vacant planning positions in the Community Development Department.
3. RECOMMENDED ACTION
Approve the agreement with Sagecrest Planning and Environmental in the amount of $145,000 for planning staff services, and authorize the Mayor and City Clerk to execute on behalf of the City.
4. FISCAL IMPACT
The total expenditure for this amendment is $145,000 and will be funded through General Fund (100).

6. DISCUSSION AND BACKGROUND
Sagecrest Planning and Environmental (Sagecrest) provides environmental review and planning staff services to local jurisdictions. As part of those services, Sagecrest offers staff of various backgrounds and expertise to perform services that include the processing, preparation, and review of planning documents, zoning codes, project management, and specific plans.
Since January 2022, the City has retained planning staff services from Sagecrest to backfill vacant positions in the Planning Division while recruitments are underway. This agreement is to continue these services to maintain a high level of customer service and continue to meet customer and organizational expectations for timely development application processing. Salary savings from the vacant planning positions will be used to fund the contract as needed until all the vacant positions are filled.
