6. DISCUSSION AND BACKGROUND
Pursuant to an agreement reached in federal court, the City has partnered with The HUB to oversee and manage the onsite operations and services previously provided by Mary’sKitchen. The HUB provides food services, mail services and manages shower, restroom (including ADA facilities), and laundry services. The COVID-19 Pandemic has exacerbated the homeless crisis making the need for continued assistance and resources to those experiencing homelessness more urgent; providing showers, restroom facilities and laundry services is essential in promoting good hygiene to reduce rate of infection/illness caused by COVID-19.
The Hub also provides connections to shelter services through the Coordinated Entry System and Homeless Management Information System, access to phones and facsimile services, phone charging services, and/or referrals to medical, dental, and vision services, veterinary services, COVID-19 vaccinations, haircuts, and clothing suppliers.
On June 14, 2022, the City Council approved an Agreement with The Hub for $330,000 of Community Development Block Grant (CDBG) Coronavirus Aid, Relief, and Economic Security (CARES) funding. The Council amended this agreement to increase the compensation to $650,000 City of Orange Printed on 11/10/2022Page 1 of 2

(CARES) funding. The Council amended this agreement to increase the compensation to $650,000 in additional CARES funding for the aforementioned services on July 12, 2022. On November 1, 2022, the City Manager approved a Second Amendment to the Agreement with The Hub to modify budgeted staff positions with no change to the compensation. The City Council will consider a third amendment to this agreement, bringing the compensation to $700,000 in CARES funding, as a separate item on this agenda. This amendment will exhaust the available CARES funding for this program; however, additional funding is needed to finish the term of the year-long Federal Court order.
The Agreement proposed herein will ensure that The HUB can continue to provide services for the duration of the year (through April 2023), through the use of the General Fund (100). The amount of the Agreement is $400,000. Should any funding separate from the General Fund become available, including funding for reimbursement, staff will return to the City Council with a recommendation to use an alternate funding source.
