6. DISCUSSION AND BACKGROUND
The Orange County Water District (OCWD) owns and operates a groundwater recharge basin, commonly referenced as the Bond Pit, on the northwest corner of Hewes Street and Bond Avenue.

An existing City storm drain facility from the adjacent neighborhood drains into the recharge basin.

The soil in portions of the basin, including portions surrounding the drainage facilities have destabilized over time, resulting in damage to OCWD property and the City’s storm drain facilities.

To avoid further damage to OCWD’sproperty and City’sfacilities, OCWD proposes to restabilize the failed slope and repair the drainage facilities. The project improvements will be sequenced to expedite slope stabilization as the upcoming rainy season threatens additional erosion. The initial phase (Phase 1) involves work to protect and stabilize the existing slope and work will start City of Orange Printed on 11/10/2022Page 1 of 2

phase (Phase 1) involves work to protect and stabilize the existing slope and work will start immediately after OCWD approval of a plan and cost. The final and additional slope and storm drain facility restoration work (Phase 2) will take place after the rainy season and tentatively in summer 2023.

The Repair and Maintenance Agreement between OCWD and the City outlines the respective roles and responsibilities for each agency. The City of Orange agrees to reimburse OCWD for fifty percent (50%) of all the project costs. The total project cost for Phase 1 is estimated at $1,068,400, with the City’sshare about $534,200. After the completion of Phase 1, the City will work with OCWD on the design for the Phase 2 improvements. City staff will request authorization of additional funding for the Phase 2 improvements at a future council meeting to be determined after the completion of design.

Project construction for Phase 1 is anticipated to begin in November 2022, and the estimated duration is sixty (60) working days.
