6. DISCUSSION AND BACKGROUND
As Old Towne Orange continues to transform into a regional destination, night-time traffic activity has increased substantially. At the same time, the combined effect of (1) the circular intersection’s geometry and (2) impaired drivers failing to navigate a traffic circle contributes to the potential of vehicle incursions into Plaza Park. Several provisional traffic safety improvements have been introduced over the years to address errant vehicles entering the park. These have included signs, pavement markings, and signal timing changes on the “spoke streets.” Despite these measures, incursions continue to occur and warrant additional actions to improve safety.

The Plaza Park Safety Enhancement Project consists of the following improvements:
· Installation of crash-rated bollards along pedestrian walkways facing spoke streets. · Retrofitting existing Plaza Park perimeter bollards that face the street sections to be reinforced with concrete and steel rebar.
· Reconstruction of concrete walkways within reinforced bollard reconstruction areas with Old Towne color, finish, and scoring pattern.
· Installation of electrical service and up-lighting to illuminate crash-rated bollards within walkways and cross lighting of trees for additional motorist visibility.

Public Works and Community Development staff have consulted with both the Old Towne Preservation Association (OTPA) and the City’sHistoric Preservation Consultant in developing the construction plan and selection of the bollard design and placement to ensure compatibility with the historic integrity of Plaza Park.
