6. DISCUSSION AND BACKGROUND
The Public Works Department Water Division recently completed and started Perfluoroalkyl and Polyfluoroalkyl Substances (PFAS) treatment systems at Wells 9, 19, 23, and 24. Together with resins, the filters play a vital role in preventing suspended solids from entering the vessels and will ensure the system’sability to remove PFAS from groundwater. As part of an agreement between the Orange County Water District and the City, the operation and maintenance cost, including replenishment of filters, shall be shared between the agencies at the end of each fiscal year. Due to the lack of availability and long lead times to get these filters, it is necessary to purchase and stock additional filters in advance to avoid interruption to the operation.

The Public Works Department Water Division used an informal bid process to solicit quotes from vendors who currently have the filters and O-rings in stock and can ship out in a timely manner.

There is no specific vendor that can continually provide the lowest price for both items; therefore, the City of Orange Printed on 11/10/2022Page 1 of 2

Item #: 3.26. 11/15/2022 File #: 22-0605
There is no specific vendor that can continually provide the lowest price for both items; therefore, the Water Division will purchase materials from the vendors that offer the lowest price for that item at the time of purchase.

The Water Division has completed extensive research and identified the following vendors who can supply filters and O-rings that meet the project specifications. As the amount of purchases from each vendor is over the $30,000 per-year limit, per-vendor, staff is requesting the City Council authorize the purchase orders, on an as-needed basis, in the amounts shown in the table for Fiscal Year 2022- 2023.

Vendor Amount
Towner Filtration $300,000
Pure Process Filtration $300,000
PDDA Filtration System $100,000
The Public Works Department Water Division continues to monitor and seek out vendors with the lowest prices to ensure the City is getting the best value available.
