6. DISCUSSION AND BACKGROUND
The Fleet Division is responsible for maintaining the ready status of all fire apparatus and performs most maintenance in house. Major structural and specialized repairs are performed by qualified vendors, of whom there are only two in Southern California: Fire Apparatus Solutions in Rialto and So Cal Fleet Services, Inc in Anaheim.
The 2001 Seagrave, an Urban Search and Rescue (US&R) tiller truck, is a vital asset to the City, supporting the continuous operations of critical government and business functions essential to health, safety, and economic security. The US&R truck houses various rescue equipment and is used by emergency response teams as part of an integrated disaster response task force. When the frame cracked on the tiller truck, it needed to be re-engineered and repaired on an emergency basis, which was performed by Fire Apparatus Solutions.
Fire Apparatus Solutions specializes in extensive fire apparatus repairs, serving various Fire Departments throughout San Bernardino, Los Angeles, Riverside, and Orange counties. They were the only local vendor who was able to perform the repairs within couple of weeks in order to put this unit back in service for the Fire Department. In the past, the Fleet Division has found Fire Apparatus City of Orange Printed on 11/10/2022Page 1 of 2

unit back in service for the Fire Department. In the past, the Fleet Division has found Fire Apparatus Solutions to be reliable and responsive when repairs are critical and time sensitive.
As this was a critical repair, the restoration in the amount of $43,184 has already been completed, and the US&R truck is back in service.
The Fleet Division utilizes Fire Apparatus Solutions for parts and other repair services throughout the year, in an average amount over $30,000. With this large repair cost, it is necessary to request City Council approve an amended purchase order. Staff recommends approving a purchase order for $100,000 to cover the repairs for the US&R truck, other parts and repairs, and future needs on an as- needed basis during Fiscal Year 2022-23.
