6. DISCUSSION AND BACKGROUND
The City’s Neighborhood Permit Parking Program (NPPP) provides a mechanism for protecting residential streets from commercial, industrial, and other non-residential parking overflow.

Established in 1987, the program has been updated several times since its inception to align with the City’sevolving goals. Most recently, the City Council approved updates to the NPPP in August 2022 City of Orange Printed on 11/10/2022Page 1 of 3

City’sevolving goals. Most recently, the City Council approved updates to the NPPP in August 2022 to establish city-defined permit parking zones (Opportunity Areas) in residential neighborhoods with a high potential for parking intrusion.

Among these newly defined areas is Permit Parking Opportunity Area 1, which is generally bounded by Sycamore Avenue to the north, Main Street to the east, the 22 Freeway to the south, and the 57 Freeway to the west. It is comprised of a very diverse land use mix, including high and medium density multi-family housing and commercial retail along Chapman Avenue and Main Street. It is also adjacent to El Camino Park.

Staff received a request from a resident within Permit Parking Opportunity Area 1 for the street segments outlined below. This request is the first Permit Parking request to be processed utilizing the new criteria for Permit Parking Opportunity Areas as outlined in the August 2022 revisions to the NPPP.

1. Lilac Lane, from Culver Avenue to Orchard Avenue

2. Plum Lane, from Culver Avenue to Orchard Avenue

3. Orchard Avenue, from Flower Street to the easterly terminus of the street

4. Flower Street, from Culver Avenue to Orchard Avenue
Staff mapped and counted the number of legal parking spaces for each of the four streets in the study area. Because the demand for on-street parking was highest in the evenings, staff conducted the parking observations during those hours.

Parking Occupancy
For parking permits to be considered, at least 75% of the available on-street parking in the study area must be occupied during the perceived problem times. The result of the parking observation study indicated that approximately 83.3% of the available on-street parking was being used on a recurring basis. Thus, the occupancy requirement was satisfied.

Residential Support
Permit parking requests made within Opportunity Areas require at least 55% of the affected residents to be in support of the proposal. Staff made two attempts to notify the property owners of the active permit parking petition process and encouraged the return of a completed petition to the City. Petition forms returned to the City indicate that 80% of the affected property owners support permit parking on Lilac Lane, Plum Lane, and Orchard Avenue. While the parking occupancy for Flower Street also exceeded the minimum 75% threshold, it only received 40% of the property owners in favor and therefore was excluded from the recommendation.

Summary
Based on the information above, staff recommends approving permit parking on both sides of Lilac Lane from Culver Avenue to Orchard Avenue, both sides of Plum Lane from Culver Avenue to Orchard Avenue, and both sides of Orchard Avenue from Flower Street to the easterly terminus of the street.

Residents within potential impact areas were notified of this item on the City Council Agenda.
