Honorable Mayor and Members of the City Council,
The Orange International Street Fair Inc. respectfully requests permission to hold the 5l't annual Orange International Street Fair in the Old Towne Plaza District on September 1't through September 3'd , 2023. and use the public parking lots of 100 block of S. Orange St. (behind the Army Navy store) and the 100 block of S. Olive St. (between Chapman and Almond) These lots are utilized for OISF operations, vending, sponsor supply trucks, and City Support Services.

We request permission to close the event grounds (Exhibit A) at 3am Thursday August 3l't 2023 to allow adequate time for event setup.

Our event supports over 50 of our community's organizations, making it possible for them to operate various community service programs throughout the year. Our Board and Committee are comprised of volunteers from the community who donate hundreds of hours each year to see this event succeed.

On behalf of the Board of Directors and the entire Orange International Street Fair Committee, I would like to take this opportunity to thank the City Council for the generous support it has given over the last 50 years. Without this support, it would not be possible for a greatly successful event year after year.

Sincerely
Adam Feliz
President

On the weekend of May 79-21,2023, Chapman University will be holding its annual Baccalaureate and Commencement exercises at the Orange main campus. We are expecting approximately 10,000 guests over the three days for the various ceremonies.

Although we provide extensive instruction and ample parking many first time visitors may inadvertently park on a street that requires a permit adjacent to the residence life area. For that reason, we are submitting our traditional reques! asking that the parking permit requirement be lifted from Friday, May 19 through Sunday , May 2l,2023.

Additionally, we would like to request a suspension for Move in Day on Monday, August 21 and Tuesday, August 22,2023, for similar reasons.

To Whom it May Concern:

The Orange Blossoms Auxiliary, an Auxiliary of Assistance League" of Orange is requesting the closure and usage of the public parking lot located adjacent to our chapter house at 124 S.

Orange Street for the purpose of holding our annual fundraising event, "Taste of Orange". ln our eleventh year, the Taste of Orange has grown substantially but we are not making any changes to the footprint of the event, instead we are limiting the number of tickets sold.

We have attached a map of how we would like the parking lot divided for the event with markings to indicate fencing, emergency exits, flow of attendees, tents, stage, tables and potential location for porta-pottys. We have increased the size of the event to allow for a designated child-friendly area and a better location for the porta-pottys. Like our last event in 2022, we are asking that the entire parking lot be included in the "No Parking" restrictions. ln addition, we are requesting the parking spaces on the East and West side of Orange Street, directly adjacent to the event be blocked off for vendor parking from 12pm-8pm. This parking restriction will be after church services at the adjacent church and should not affect them, but we will coordinate any possible issues with them in advance of the event.

Purpose: Fundraising event for Orange Blossoms Auxiliary Activities: Food tastings, silent auction, opportunity drawings & live entertainment Anticipated Number of Participants: 750
Also as we did in 2022, we have included further details below:
* Flow of People - as indicated on the map, all attendees will enter through the front door of our chapter house and walk through our building, on to our patio, and then enter lhe outdoor fenced in area. The parking lot area will be completely fenced in with 6 foot tall fences so no people will be able to sneak in to the event. At the end of the event, the emergency exits will be opened to allow attendees to exit and vendors to breakdown their booths
* Security Plan - each attendee will be given a wristband at check in that they will be required to wear for the duration on the event. As stated previously, the parking lot area will be completely fenced in with 6 foot tall fences so no individuals will be able to sneak in to the event and nothing can be passed over the fence line. ln addition, we will have a representative from our organization stationed at each emergency exit to ensure that it is AL
B
not opened without authorization as well as individuals roaming the crowd to ensure each person present has a wristband.
* Parking Plan - we will have a sign on each corner to direct attendees to street parking as well as the city owned public parking lots located closest to our chapter house. As these are all city owned lots, we are requesting permission to direct attendees to the following public parking lots located at:
o N. Orange & E. Maple - 2 lots adjacent to each other
o S. Olive betvveen Chapman & E. Almond
o S. Grand between Chapman & E. Almond - 2 lots adjacent to each other o N. Center just north of Chapman
o S. Center & E. Almond
. ln addition to signage, we will have a detailed list of parking options in the area available on our website for the event and will be actively encouraging people to carpool.
o For vendors & volunteers, we are also requesting permission for them to park on S.

Orange St immediately adjacent to the event.

We greatly appreciate all the assistance you have given us to ensure our event is a success.

Please let us know if we have omitted any pertinent information to take the next steps in obtaining city approval and our special events permit.

Sincerely yours,
