Do something and then talk about it; that is a way an individual can cause positive change for anything, even combating the climate crisis to provide us with a sustainable future. One individual, the new city attorney who will replace the one now retiring, should provide sound legal advice to our city council as it formulates plans for our future. Another individual, the new mayor, plans to create task forces to protect and preserve Santiago Creek and to tackle homelessness. His election campaign mailers included photos of some of our unhoused neighbors camping along the creek. His plans can be seen as related in that sustaining the creek would contribute to habitability for all of us.

Santiago Creek has been described by the new mayor as "a grand central park running through the middle of Orange." The key factor of sustainability at New York City's Central Park is the massive involvement of individuals - citizens, volunteers and members of its conservancy in maintaining and taking care of the park, which includes wildlife, pathways and recreation. Planting more trees along the creek would make it more like Central Park in that they would capture air pollutants, decrease toxins and filter rainwater that helps in maintaining landscape. Restoring the natural areas would protect biodiversity, reduce carbon emissions and the impact of climate change, making the air cooler, fresher and cleaner.

Our new mayor has volunteered in cleaning up the creek with the Santiago Creek Greenway Alliance, a local non-profit organization which holds monthly work parties the third Saturday of every month from 9 to 11 a.m. The alliance is dedicated to the establishment of a greenway and recreational trail system along the general course of the creek. The greenway, with largely native trees and shrubs, would restore much of the natural beauty and wildlife habitat that once existed along the creek, as described by an expedition in 1769. The trail system within or adjacent to the greenway would connect the Santa Ana River Regional Trail on the west to Santiago Oaks and Irvine Regional Parks on the east. It would link five city parks within the cities of Orange and Santa Ana and provide off-road access to the existing trails in Anaheim Hills and to the Peters Canyon Regional Trail east of Orange.

Subject: January 10, 2023 Meeting - Comments on Agenda Item 4 Agenda Item 4.3 Consideration of revising Resolution No. 10737 establishing the City Council Regular Meeting days and times: I support two regular meetings a month. Two regular meetings a month allows more items to be heard and decided per month, which is needed.

Agenda Item 4.4 Expansion of Membership of Boards, Committees, and Commissions: The number of seats on each and every Board, Committee and Commission need to be appointed by District with one at large seat representing the Mayor. Expanded membership allows each and every district to be fairly represented in City business.

Agenda Item 4.5 Health and Welfare Benefits for City Councilmembers: I support granting health and welfare benefits to City Councilmembers. People deserve to be fairly compensated for their work and being a City Council member is work. Members who object to said health and welfare benefits can choose to not receive said health and welfare benefits. Serving on the City Council cannot be reserved for the well compensated and those otherwise situated in a way which allows them to work for free.

Agenda Item 4.6 Homeless Outreach: Homeless people have been camping on and off behind the closed Japanese restaurant under the billboard at the Katella Ave southbound 55 onramp. Homeless people have also been seen in the Presidential Tract neighborhoods. Having homeless endlessly wander the streets is not a solution. Our neighborhoods and businesses are being negatively impacted. We need to find ways to get people into housing, connect people needing medical and mental health care with needed care, and find ways to be effective in dealing with people who refuse shelter and prefer to wander the streets.

Thank you for your interest in these matters,
Reggie Mundekis

Mayor and members of the City Council,
Good afternoon, I writing today in support of these 3 items!

4.3 Increasing the number of meetings for the City Council and for interaction with us the citizens is a great idea. Being a major city in the County is amazing that the City only meets 1 time a month.

4.4 Expansion of the Boards and Committees is great news as it allows for even better community involvement

4.5 Health and Welfare, I support this as well and was actually shocked to learn that the City Council did not receive health care. My belief is that this is fundamental and should be provided to our City Council.

Thank you for your time and happy new year.

Subject: The Hub
I was a volunteer for Mary's Kitchen, and I now have been volunteering for the Hub at their Struck Street Site. What a difference!! The Hub is so much more organized and efficient! This makes them able to help more people in a timely and productive manner.

It is so rewarding and beneficial for the homeless clients to have more services available and that the Hub coordinates with other agencies to get the homeless the spectrum of services they need.

They are really filling in the gap that Mary's Kitchen couldn't and this is the way to go to get the help that the homeless need in the city of and county of OC. I hope the city intends to make it permanent.

Subject: OC Hub Comments
To Whom It May Concern,
I have been a volunteer at the Hub since it opened in the Spring of 2022. The homeless who utilize our services have commented weekly about how much they appreciate the professionalism of the Hub staff and appreciate the organization of our operations. We look forward to continuing this high level of service as we transition to our new facility.

Sincerely,
Ed Jonke
