6. DISCUSSION AND BACKGROUND
On January 12, 2021, the City Council approved an agreement with Siemens Industry, Inc. to replace the existing electronic door access control system for City facilities and integrating access control with the City’s existing security camera platform. The Police, Water Plant, Main Library, and Community Services buildings are on the new system. A separate project was approved to fold the new Fire Headquarters and Station No. 1 into the security platform and has also been completed.

The remaining project building locations are anticipated to be completed in the spring of 2023.

The existing access badge printers are not compatible with the new security platform. This change order obtains and installs two new compatible specialized access badge printers.

The existing access control project primarily address doors but also contained some minor security considerations for camera changes at the fleet and warehouse buildings. The warehouse and fleet buildings have a mix of legacy analog cameras and security platform compatible cameras. The camera change order consolidates the existing cameras on the east side of the fleet building and east side of warehouse building to achieve an improved view of the key areas of interest differing from the original project scope. The change is notably employing the use of multi-view cameras to achieve the viewing goals. The end-result is a multi-view camera on the northeast and southeast corner of the fleet building and a multi-view camera on the northeast corner of the warehouse building. This change includes credit for single view cameras removed from the original scope.

Staff recommends approval of the Fourth Amendment to the agreement with Siemens in the amount of $35,889 to complete the access control project.
