6. DISCUSSION AND BACKGROUND
In August 2020, the Water Division entered an agreement with IDS Group, Inc. for the design of a warehouse to replace the existing warehouse which was utilized for the construction of the City’snew Fire Department headquarters. In addition to the design of the new warehouse in the existing yard at 1130 E. Almond Ave., the request for proposal also calls for the design of a covered structure over the existing outdoor materials storage area. Currently, the existing outdoor material storage bins have no cover and are used to store materials such as asphalt, backfill, gravel, and spoils. The covered structure is essential to comply with the National Pollutant Discharge Elimination System (NPDES).

Covering the materials would help minimizing erosion runoff into the storm drain system.

Due to recent unavailability and cost increase of construction materials, the new warehouse and bin storage construction has become cost prohibitive and is anticipated to be delayed until additional funding is available. The Water Division has decided to bid and construct the structures separately.

This approach would allow the project to progress forward within the approved budget. The total City of Orange Printed on 1/5/2023Page 1 of 2
