6. DISCUSSION AND BACKGROUND
Project Description and Background:

This project will provide traffic signal and intersection improvements at Chapman Avenue and Batavia Street. The improvements include new video detection, protected left-turn phasing for the north-south legs (Batavia Street), new Americans with Disabilities Act (ADA) compliant curb ramps, new traffic signal poles, and various traffic signal-related improvements. Protected left-turn phasing for the east- west legs (Chapman Avenue) already exists.

The City has pursued and obtained funding from Caltrans under the Highway Safety Improvement Program (HSIP) Cycle 8 to fund the various improvements provided by the project. HSIP is a federal aid program with the goal of achieving a significant reduction in fatalities and serious injuries on all public roads. The City has received authorization from Caltrans to begin the construction phase of the project. The City has entered into an agreement with Caltrans for 100% reimbursement for the construction of this project up to the amount of $359,800, which includes both construction and construction engineering costs.

Bid Results:

The City Council previously approved an advertisement for bids on June 8, 2021. The bid solicitation was advertised on November 10, 2022 for a period of four weeks and bids were opened on December 1, 2022. Five bids were received as follows:

1. California Professional Engineering, Inc. $497,618

2. Elecnor Belco Electric, Inc. $502,934

3. DBX, Inc. $525,200

4. Crosstown Electrical & Data, Inc. $578,476

5. Servitek Electric, Inc. $590,632
The low bid is about 38% higher than the Engineer’sEstimate. This is consistent with industry-wide cost increases related to supply-chain challenges and labor and material costs for manufacturing traffic signal equipment. Staff checked the references and qualifications for California Professional Engineering, Inc. and found them to be acceptable, with adequate years of experience in completing contracts of similar nature to this project. Therefore, staff recommends that California Professional Engineering, Inc. be awarded the contract in the total amount of $547,379.80, representing an original amount of $497,618.00, plus a 10% contingency of $49,761.80 for the Chapman Avenue and Batavia Street Left Turn Signal Improvements - HSIPL-5073(090) project.

Environmental Clearance and Project Schedule:

The proposed project is categorically exempt from the provisions of the California Environmental Quality Act (CEQA) under CEQA guidelines Section 15301 “Existing Facilities” Class 1. The CEQA Notice of Exemption has been recorded with the County Recorder’s Office.

Construction is scheduled to begin in August 2023 due to long manufacturing lead times and is expected to be completed within 60 calendar days.
