6. DISCUSSION AND BACKGROUND
The Federal Community Development Block Grant Program (CDBG) provides grant funds to enable eligible localities to construct public improvements in Low and Moderate Income Areas within their jurisdiction. Eligible activities include infrastructure upgrades such as street improvements. The proposed street improvements qualify for CDBG funds and have been selected for rehabilitation.

The scope of street rehabilitation includes, Americans with Disabilities Act (ADA) compliant access ramps, localized removal and replacement of the existing pavement, asphalt concrete overlay, removal and replacement of failed sections of curb and gutter, sidewalk, spandrels, and adjustment of manholes and water valve covers to grade.

This project will also include the construction of approximately 12 ADA compliant access ramps at various locations in addition to the locations selected for street rehabilitation. As part of this project, detectable warning surfaces (truncated domes) will be installed per the American with Disabilities Act Accessibility Guidelines (ADAAG) requirements.

The City Council previously approved an advertisement for bids on November 15, 2022. The bid solicitation was advertised on November 24, 2022 for a period of three weeks and bids were opened on December 15, 2022. Six bids were received as follows:

1. Sequel Contractors, Inc, Santa Fe Springs $853,010.50

2. Hardy & Harper, Inc., Lake Forest $911,000.00

3. PALP Inc., dba Excel Paving Company, Long Beach $996,550.00

4. Onyx Paving Company, Inc., Anaheim $1,084,000.00

5. R.J. Noble Company, Orange $1,084,142.50

6. All American Asphalt, Corona $1,199,999.00
The low bid is about 28% higher than the Engineer’sEstimate. This may be due to the increasing costs of construction and materials. Staff checked the references and qualifications for Sequel Contractors, Inc. and found them to be acceptable, with adequate years of experience in completing contracts of similar nature to this project. Therefore, staff recommends that Sequel Contractors, Inc. be awarded the contract in the total amount of $938,311.55, representing an original amount of $853,010.50, plus a 10% contingency of $85,301.05 for the Community Development Block Grant Fiscal Year 2022-2023 Sycamore and Palmyra Neighborhood Street Rehabilitation and Americans with Disabilities Act (ADA) Wheelchair Access Ramp Replacement at Various Locations Project.

The proposed project is categorically exempt from the provisions of the California Environmental Quality Act (CEQA) under CEQA guidelines Section 15301 “Existing Facilities” Class 1. The CEQA Notice of Exemption has been recorded with the County Recorder’s Office.

Construction is scheduled to begin in February 2023 and is expected to be completed within 60 calendar days.
