6. DISCUSSION AND BACKGROUND
The City of Orange has been awarded $541,865 in Building Forward: Library Improvement Grant Program funds for Fiscal Year 2022-2023 (FY23). California State Library has generously provided support for Orange Public Library facility improvement projects. The Building Forward: Library Improvement Grant Program is the largest investment in public library infrastructure in California history. First priority for grants was given to projects that address long-delayed critical life and safety facility needs, such as HVAC replacement, building security, seismic safety, and improved accessibility. The initial round of funding supports 234 projects in 172 cities across the state, including three projects in the City of Orange: Orange Public Library & History Center Critical Needs project; Orange Public Library El Modena Branch Critical Needs project; and Orange Public Library Taft Branch Critical Needs project.

The Orange Public Library & History Center Critical Needs project received $393,365 in funding. This project will replace the Library’s30-year-old HVAC, which is nearing the end of its service life. The current HVAC unit is inefficient, and replacement parts are becoming difficult to locate, resulting in loss of control and uncomfortable temperatures for Library patrons, volunteers, and staff. The project will also replace the unreliable dumbwaiter elevator which transports surplus books to and from the basement for the Friends of the Library, whose proceeds from book sales are donated to the Library semi-annually. The dumbwaiter is nearing the end of its service life and often experiences downtime while waiting for a technician to schedule repair service. The project will also replace the automatic doors at the north and south public entrances of the Library. The doors often malfunction, either failing to open or close as designed, negatively impacting the Library’s air handling system and inconveniencing Library patrons, volunteers, and staff.

The Orange Public Library El Modena Branch Critical Needs project received $89,375 in funding.

This project will make improvements to the Library’sroof to restore its useful life and mitigate leaks into its interior spaces. The project will also replace the automatic doors at the Library’sentrance.

The doors periodically malfunction, either failing to open or close as designed, negatively impacting the Library’s air handling system and inconveniencing Library patrons, volunteers, and staff.

The Orange Public Library Taft Branch Critical Needs project received $59,125 in funding. To mitigate leaks into the Library’sinterior spaces, this project will replace and reframe the Library’swindows, deteriorating due to ageing and vandalism. The project will also replace the automatic doors at the Library’sentrance. The doors periodically malfunction, either failing to open or close as designed, negatively impacting the Library’s air handling system and inconveniencing Library patrons, volunteers, and staff.

Per the requirements set forth in SB 129 (2021), the City of Orange must provide a Resolution authorizing the application, acceptance, and execution of the agreement for Building Forward: Library Improvement Grant Program funds, plus contribute $541,865 in matching funds toward these projects. Funds for most of these building improvements have already been earmarked and approved in the FY23 Budget’s Capital Improvement Program, including the following CIP Projects: Main Library Facility Improvements (#20461), Taft Library Facility Improvements (#20462), El Modena Library Facility Improvements (#20463), and HVAC Replacement - Library (#30056). Funding sources for these CIPs include Library Facility Fees, General Fund monies, and projected energy City of Orange Printed on 1/5/2023Page 2 of 3
