Account (RMRA) funding for the rehabilitation of City streets. RMRA Funding Program is part of SB 1 - Road Repair and Accountability Act of 2017. The program addresses road maintenance and rehabilitation needs on local streets and highways. Staff has selected a number of arterial streets such as Hewes Street, Yorba Street, Crawford Canyon Road, Fairhaven Avenue, Orange Olive Road, Via Escola, Metropolitan Drive and The City Drive, and the limits of work are shown on the attached location maps.
The rehabilitation methods vary depending on the sustained damage, but in general, consist of asphalt concrete overlays with localized areas of pavement reconstruction. The rehabilitated pavement will have a longer service life and will provide a safe and smooth ride for the public.
Another part of the Pavement Management Program FY23 is the Slurry Seal at Various Locations Project, which will be bid separately.
This asphalt concrete overlay project will rehabilitate approximately 40 residential streets and 8 arterial streets throughout the City. The streets selected for maintenance are in accordance with our Pavement Management Plan, and generally fall into the “poorto fair”category, requiring work at this time to prevent total pavement failure, saving the costs of complete reconstruction in the future at a much higher cost.
The total cost is estimated at $4,380,000, including a 15% construction engineering and contingency.
Upon receipt of public bids, staff will return to the City Council and recommend any funding adjustments and award of contracts based on the outcome of the public bid. If the unit price for asphalt comes in below the estimate, additional streets may be added for rehabilitation.
The proposed project is categorically exempt from the provisions of the California Environmental Quality Act (CEQA) under CEQA guidelines Section 15301 “Existing Facilities” Class 1 (c). The CEQA Notice of Exemption will be filed with the County Recorder’sOffice upon Council’sapproval of the plans and specifications.
Construction is scheduled to begin in May 2023 and is expected to be completed by October 2023.
Specifications and cost estimates are available for review in the Public Works Department.
