6. DISCUSSION AND BACKGROUND
As part of a long-standing Council initiative to install shade structures at all park tot lots (playgrounds) throughout our park system, Belmont and La Veta Parks will be the next playgrounds to have shade structures installed. Shade structures are currently installed at Fred Barrera, El Camino Real, El Modena, Grijalva, Handy, Olive, Serrano, Shaffer, and Steve Ambriz Parks. Eisenhower, Hart, Killefer, and Santiago Hills parks are the remaining parks still in need of tot lot shade structures and will be scheduled in a future Capital Improvement Plans (CIP) as funding is available.
Belmont and La Veta Parks are popular park destinations for families, groups, and neighborhood use.

Shade structures protect users, especially children, from the sun, and allow the equipment to be used year-round. Although the tot lot at Belmont Park currently has shade structures, they are inadequate to protect users from sun exposure and do not provide enough shade to prevent the equipment from heating up.
The project scope includes installation of two shade sail structures at Belmont Park and one shade sail structure at La Veta Park. Shade structure 1 at Belmont Park will be 35’x 40’in size and will adjoin 4 fabric shade sails. Shade structure 2 at Belmont Park will be 20’x 20’in size and will include 1 fabric shade sail top. The one shade structure at La Veta Park will be 37’x 37’in size and will include 1 fabric shade sail top. Both park sites will have steel post framing and posts will be powder coated. The Park Planning & Community Events Commission provided their input and recommendations on color selections for the shade sail fabrics and the powder coating of the new support posts.
Work includes plan and engineering preparation and submittals, excavation and soil removal, and installation. The swing sets are not included in this project, as the regulations for height and expanse of the shade sail do not allow for the distance required for swinging and jumping from the swing sets.
Staff is recommending an award of contract to USA Shade and Fabric Structures, Inc. of PlayPower, Inc (USA Shades) through the cooperative purchasing contract awarded by the National Joint Powers Alliance (NJPA), through Sourcewell. Provided as an attachment is the NJPA vendor awarded contract. The City had a positive experience with USA Shades as they provided the design and installation of the shade covers at Fred Barrera, El Camino Real, El Modena, Grijalva, Olive, Serrano, and Shaffer Parks.
The cost for the shade structures and installation is $108,912.65 at Belmont and $58,033.72 at La Veta for a total of $166,946.37 and will be funded in Tot Lot Shade Sails (20059) through Park Acquisition (510). A 10% contingency of $16,694.63 is included for potential design changes during the permit process and/or unforeseen excavation and utility conflicts during installation. The total not to exceed amount is $183,641. Sufficient funds are available in the project account and the Park Acquisition (510) fund to cover the costs of the project.
