1. SUBJECT
Award of Contract to S&H Civilworks for Annual Concrete Replacement at Various Locations Phase II, Fiscal Year 2022-2023; Bid No. 22-23.21.
2. SUMMARY
Bids for the Annual Concrete Replacement at Various Locations Phase II, Fiscal Year 2022-2023 (SP -4241) were received and opened on February 2, 2023. Four bidders responded to the notice inviting bids. The apparent low bidder is S&H Civilworks of Colton, California in the amount of $944,500.
3. RECOMMENDED ACTION
Approve the contract with S&H Civilworks in the total amount of $1,038,950, representing an original amount of $944,500 plus a 10% contingency of $94,450 for Annual Concrete Replacement Project at Various Locations Phase II, Fiscal Year 2022-2023; and authorize the Mayor and City Clerk to execute on behalf of the City.
4. FISCAL IMPACT
The total expenditure for this contract is $1,038,950 and will be funded in Pavement Management Program (13120) through:

6. DISCUSSION AND BACKGROUND
The City Council previously approved advertisement for bids on January 12, 2023. The project was publicly advertised for three weeks. The bids were opened on February 2, 2023. Four bidders responded as follows:

The low bid is about 9% lower than the Engineer’s Estimate of $1,030,100 for the project. Staff checked the references and qualifications for S&H Civilworks and found them to be acceptable, with adequate years of experience in complete contracts of a similar nature to this project. Therefore, staff recommends that S&H Civilworks be awarded the contract in the amount of $1,038,950, representing an original amount of $944,500 plus a 10% contingency of $94,450 for Annual Concrete Replacement at Various Locations Phase II, Fiscal Year 2022-2023.
The proposed project is categorically exempt from the provisions of the California Environmental Quality Act (CEQA) under the CEQA guidelines Section 15301 “Existing Facilities” Class 1. The CEQA Notice of Exemption has been submitted to the County Clerk’sOffice. The proposed project is also categorically excluded from the provisions of the National Environmental Policy Act (NEPA) under 24 CFR Section 58.35. Documentation of this determination is on file.
The project will replace all the needed concrete improvements such as sidewalks, ADA ramps, curbs, and gutters, in preparation for the annual pavement rehabilitation work to follow. Construction is scheduled to begin in March 2023 and is expected to be completed within 90 calendar days.
