1. SUBJECT
Adoption of Resolution No. 11433 setting the days and times of City Council regular meetings.
2. SUMMARY
The proposed Resolution would change the meeting days for the City Council from once per month to twice per month, with closed session start time remaining at 5:00 p.m. and the regular meeting start time remaining at 6:00 p.m.
3. RECOMMENDED ACTION
Adopt Resolution No. 11433. A Resolution of the City Council of the City of Orange rescinding Resolution No. 10737 and establishing the City Council regular meetings days and times.
4. FISCAL IMPACT
There is a minor fiscal impact from additional City Clerk and other department staff time in preparing for, attending, and producing minutes for the additional meeting per month.

6. DISCUSSION AND BACKGROUND
Orange Municipal Code Section 2.04.020, “Administration and Personnel - City Council-Meetings - Regular Meeting Time,” allows the City Council to set meeting times and dates by Resolution.
Previously, in October 2013, the City Council adopted Resolution No. 10737 setting the meeting day and time as the second Tuesday of each month, with closed session beginning at 5:00 p.m. and the regular meeting beginning at 6:00 p.m. Resolution No. 10737 was a change from the prior City Council regular meeting schedule of the second and fourth Tuesdays of each month, convening at 4:30 p.m.
Due to recent council agendas being lengthy, the extensive amount of City Councilmember time required for the review of each agenda and agenda reports, and the desire of the public for greater opportunities to attend meetings, the City Council directed the City Attorney to draft a Resolution establishing two City Council meetings per month, on the second and fourth Tuesdays, rather than City of Orange Printed on 2/8/2023Page 1 of 2

establishing two City Council meetings per month, on the second and fourth Tuesdays, rather than the current one meeting per month.
By adopting Resolution No. 11433, the City Council will change the regular meeting days back to two meetings per month - the second and fourth Tuesdays of each month. This Resolution does not change the starting time, which will remain at 5:00 p.m. for closed session and 6:00 p.m. for the regular session.
