1. SUBJECT
Designation of voting delegates for the 2023 Southern California Association of Governments (SCAG) Regional Conference and General Assembly.
2. SUMMARY
The annual SCAG Regional Conference & General Assembly will be held on May 4, 2023, in Palm Desert, California. SCAG requests that each member city appoint a delegate and alternate to vote at the General Assembly Business meeting.
3. RECOMMENDED ACTION
Designate Councilmember Jon Dumitru as the Delegate and Councilmember Denis Bilodeau as the Alternate Representative to the Southern California Association of Governments (SCAG) Annual General Assembly scheduled to be held on May 4, 2023.
4. DISCUSSION AND BACKGROUND
Founded in 1965, SCAG is a Joint Powers Authority under California state law, established as an association of local governments and agencies in six counties (Imperial, Los Angeles, Orange, Riverside, San Bernardino, and Ventura) and 191 cities that voluntarily convene as a forum to address regional issues. SCAG develops long-range regional transportation plans, regional housing needs allocations and a portion of the South Coast Air Quality management plans, providing broad- based representation of Southern California’s cities and counties.
In 2021, Council directed staff to join SCAG as a way to become more aware and involved.
The SCAG Regional Conference and General Assembly will take place on May 4-5, 2023, in Palm Desert, California. SCAG requests that each member city appoint a delegate to vote at this Assembly. It is during the Annual General Assembly that resolutions are adopted, setting the legislative platform for SCAG in the coming year. SCAG by-laws entitle each city to one vote in matters affecting municipal or SCAG policy. Each member is entitled to designate a delegate to participate in the voting.
Each delegate (or alternate, in the absence of the delegate) will receive a complimentary one-night hotel accommodation at the JW Marriott Resort & Spa for the night of May 4, validated overnight parking, and meals during the conference.
