6. DISCUSSION AND BACKGROUND
The boards, committees and commissions created by the City Council have historically consisted of five members. With the increase in City Council membership to seven, the City Council has expressed a desire to effect a commensurate increase in all board, committee and commission membership to seven. membership to seven. The Park Planning and Community Events Commission was created recently and provides for seven members.

Over the years, the board, committee and commission qualifications, meeting dates, and other descriptions have been adopted by separate Resolutions of the City Council. The proposed Resolution consolidates all information regarding Council-created boards, committees and commissions into one Resolution. The Library Board of Trustees is not a Council-created board and its membership is governed by Education Code section 18910. Membership on the Library Board is set by statute at five members and may not be increased. The proposed Resolution covers only those bodies created by the City Council.

One item of note is the current requirement in Orange Municipal Code (OMC) section 10.06.010 that one member of the City Traffic Commission be a “schooldistrict representative.” In recent memory, this qualification has not been applied and no school district representative has served on the Traffic Commission. It is the recommendation of staff that this requirement be deleted from the OMC. It remains the prerogative of the City Council to appoint a school district representative; however, it will no longer be a requirement.

The City Attorney’sOffice has prepared a separate “cleanup”ordinance amending those provisions in the OMC relating to the number of members on the Traffic Commission, DRC and Planning Commission. The proposed ordinance will, at the direction of the City Council, also delete the requirement that one member of the Traffic Commission be a school district representative. Because that ordinance contains amendments to Title 17 (Zoning Code), a recommendation from the Planning Commission to the City Council is required. That recommendation is expected to come before the City Council at the March 14 meeting.
