The City Council of the City of Orange, California convened on Tuesday, February 14, 2023, at 4:30 p.m. for a Special Meeting in the Council Chamber, 300 E. Chapman Avenue, Orange, California.

Mayor Slater called Closed Session to order at 4:31 p.m.

Councilmember Kathy Tavoularis joined Closed Session at 4:33 p.m.

The City Council recessed to Closed Session at 4:32 p.m. with all Members present, except Councilmember Tavoularis who joined the meeting at 4:33 p.m., to discuss the following:
