Located at Hart Park, Diamond 1 is used as a collegiate-level baseball field. The field was renovated in the early 1970’sto include field lighting, bleachers, and foul line fencing. The City currently has agreements with Chapman University (Chapman) and Orange Lutheran High School (OLU) for exclusive use of the field from November 1 - May 31.

With the higher level of play occurring at the field, safety concerns (specifically foul balls leaving the playing area and entering the adjacent condominium complex) at the passive park areas and the parking lot have been identified, as the current foul line fencing is inadequate. In discussions, Chapman, OLU, and the City have agreed improvements to the field need to be completed, specifically installation of ball field netting along the first and third base lines and installation of a new backstop. New light poles and LED fixtures will be options considered as part of the overall improvement project (pending available funding). Both Chapman and OLU submitted letters of commitment for the project and as a result, the Capital Improvement Project (CIP), Hart Park Diamond 1 Field Improvements (30133) was approved by City Council. An aerial view of the project site is attached for reference (Attachment 1).

A Request for Proposal (RFP 22-23.22) was issued in December 2022 for design services from a qualified landscape architecture and civil engineering firm with proven experience in collegiate level baseball field netting and lighting design. The City received one responsive and responsible proposal from Verde Design. Staff reviewed the proposal and based on the firm’s experience, overall qualifications, record of success, and overall responsiveness to the RFP, staff deemed Verde Design qualified. Staff verified the qualifications of the vendor with references provided for similar projects and received positive responses.

Verde Design’sproposed cost for the project is $134,803 which includes geotechnical investigation, topographic survey, foul ball trajectory for collegiate players, a conceptual plan, construction drawings and estimate of probable construction costs. Including a 20 percent contingency of $26,960.60 for unanticipated expenses, the total not to exceed amount for the contract is $161,763.60. The cost for the design is included in Fiscal Year 2022-23 CIP through the Park Acquisition (Infill) fund (510). It is anticipated that the design process will take approximately five to six months to complete. Once construction documents are completed, a RFP will be issued for construction.

City staff will manage and oversee the project with input provided by Chapman and OLU. Once a final design has been selected, the City will work with the two groups to determine the shared costs (as these two groups are the primary field users), before award of construction.
