1. SUBJECT
Appropriation of $47,000 from the General Fund unreserved fund balance to cover the cost of the 2022 General Municipal Election.
2. SUMMARY
The City received the final invoice from the Orange County Registrar of Voters for consolidation of the November 8, 2022, General Municipal Election with the Statewide Election. Staff is requesting Council authorize the appropriation of $47,000 from the General Fund unreserved balance to cover the total cost of the 2022 General Municipal Election.
3. RECOMMENDED ACTION
Authorize the appropriation of $47,000 from the General Fund unreserved balance to expenditure account number 100.0401.52551.00000 - General Fund - Election Expense.
4. FISCAL IMPACT
The total expenditure to conduct the November 8, 2022, General Municipal is $222,000 and will be funded in General Fund (100).

6. DISCUSSION AND BACKGROUND
The City consolidates its General Municipal Election with the County of Orange Board of Supervisors Statewide Election. For planning purposes, the Orange County Registrar of Voters (ROV) provides the City with an estimate based upon a projection of total jurisdictional participation and an average cost per voter. The total jurisdictional participation is calculated by taking the current number of registered voters and projecting a 10% increase in voter registration. In addition, effective in 2019, Assembly Bill 216 requires prepaid postage to be included on all vote by mail return envelopes.
For the November 2022 election, the ROV estimated between $1.10 and $1.40 per voter. Based on this estimate, provided to the City in May 2021, the City budgeted $175,000 to cover the consolidation with the County and other election expenses such as required publishing and candidate City of Orange Printed on 3/9/2023Page 1 of 2

materials.
Actual cost ranged from $1.63 and $1.71 per voter depending on the at-large or by-district race.
Actual costs were applied in compliance with the Office of Management and Budget (OMB) Circular A -87 and included labor and overhead, supplies, services, and other expenditures incurred during the election.
To cover the actual cost of the 2022 Election, staff is requesting the appropriation of $47,000 from the General Fund unreserved balance to the Election Expense expenditure account.
