6. DISCUSSION AND BACKGROUND
The City of Orange Public Library & History Center, located at 407 E. Chapman Avenue, was originally built as the “Main”Library in 1961 and consisted of approximately 17,000 square feet. In 1998, the Main Library was re-modeled, which included modifications to the heating, ventilation and cooling (HVAC) system such as reconfiguring ductwork and replacement of the air handling and condensing units with a “Seasons4”package system. In 2007, the Main Library was expanded to the 45,000 square feet space as it exists today. During this expansion, the building’sHVAC system was City of Orange Printed on 3/9/2023Page 1 of 2

modified and expanded as well.
The “Seasons4”package system that was installed in 1998 consists of a custom built, multi-zone air handler with evaporator coil and gas-fire heating section, and an air-cooled condensing unit, configured in 2 modules and located in the mechanical room on the mezzanine level of the original building. As this unit is nearing the end of its service life, its performance has become inefficient and replacement parts are becoming difficult to locate and procure. As a result, controlling and maintaining comfortable interior temperatures for the library patrons and staff is becoming more and more difficult to achieve.
The City of Orange enrolled in the Southern California Regional Engergy Network (SoCalREN) in March 2014 to take advantage of no-cost services available to help the agency move energy efficiency projects from conception to completion. SoCalREN performed an audit for the Main Library on February 24, 2020. They summarized that the replacement of the HVAC unit will net significant savings over time and recommended the upgrade. Replacement of this unit was also included in the recommendations of the Facilities Condition Assessment as well. Funding for this project reflects projected energy savings related to an Energy Coalition Grant. Staff is pursuing the grant and expects to be awarded approximately $200,000. The $200,000, once received, will reimburse the City’s expenditure from Fund 500.
On September 25, 2019, the City of Orange entered into an agreement with Gevork Consulting Engineering, Inc. for the creation of a design for the HVAC replacement and upgrade of the transformer. Gevork Consulting Engineering, Inc has completed the preparation of plans and specifications. The Public Works Department has assembled the bid document, and the project is ready to be advertised. Specifications and cost estimates are available for review in the Public Works Department.
The total cost is estimated at $550,000, including a 15% construction engineering and contingency.
Upon receipt of public bids, staff will return to the City Council and recommend any funding adjustments and award of contracts based on the outcome of the public bid.
The proposed project is categorically exempt from the provisions of the California Environmental Quality Act (CEQA) under CEQA guidelines Section 15301 “Existing Facilities” Class 1 (c). The CEQA Notice of Exemption will be filed with the County Recorder’sOffice upon Council’sapproval of the plans and specifications.
Construction is scheduled to begin in May 2023 and is expected to be completed by October 2023.
