6. DISCUSSION AND BACKGROUND
In May 2022, the City Council authorized the purchase of Winchester Law Enforcement ammunition from Dooley Enterprise, Inc. (Dooley’s)in the amount of $88,000 for Fiscal Year 2022-2023. The cost to purchase ammunition has exceeded the original budgeted amount and requires a change order.
The Police Department’sincreased requirements for ammunition over the last year is largely the result of increased weapons training requirements needed to support the Commission on Peace Officer Standards and Training (POST) requirements and Department Policy. To address ongoing recruiting efforts the number of Police Academy Trainees (PAT) attending the academy and frequency of each academy has increased significantly. The department is averaging 20 PATs per fiscal year and will provide the academy with approximately 2,500 rounds per trainee which equates to 50,000 rounds per year. to 50,000 rounds per year. Upon graduating from the academy, all probationary officers who carry a handgun while on-duty are required to complete monthly firearms qualifications. Monthly qualifications are reduced to quarterly qualifications once probationary officers complete their probation. The department currently has approximately 25 officers in a probationary status. The department also requires that officers assigned to a special unit achieve and maintain greater proficiency in the use of specified weapons resulting in additional training. With regards to duty assault rifles, the Police Department must adhere to the POST Perishable Skills/Communications Requirement for POST Continuing Professional Training. The POST Perishable Skills Program (PSP) was implemented in 2002 and was established to certify quality law enforcement training and to ensure delivery of that training. In 2021, the PSP extended the 4-hour tactical firearms course outline to an 8-hour block which doubled the amount of ammunition per officer from 275 rounds to 550 rounds.
Due to increased costs in ammunition and increased weapons training requirements, remaining ammunition expenses exceed the annual budget amount of $88,000 and requires approval of a change order. The original purchase order (115564) amount was $88,000. This change order represents an increase of 63% or $55,000 bringing the final purchase order amount to $143,000.
Dooley’s of Anaheim, California, is the only authorized California distributor for this brand. The Council has previously authorized Dooley’s as a sole source vendor and this sole source specification is a continuation of that policy.
