6. DISCUSSION AND BACKGROUND
In preparation of Mary’sKitchen vacating the property located at 517 W. Struck, the City developed and implemented a plan to provide services for one year for its unhoused community. In collaboration with local nonprofit organizations, specifically the HUB OC and Abound Food Care, food services, mail pick-up, showers, restroom facilities, and laundry services have been provided on site.

In June 2022, the City Council approved a purchase order (PO) in the amount of $83,000 with Mobile Concepts, Inc. dba U.S. Mobile Kitchens (U.S. Mobile Kitchens) to rent a laundry trailer to provide laundry services. At the time of approval, the City was offering all services on Struck Ave. and not on the 517 W. Struck property. Additionally, the original PO amount was approved based on a monthly billing cycle.

When planning to move off the street and onto the 517 W. Struck location, staff worked with U.S.

Mobile Kitchens to secure a mobile kitchen rental for food services. However, this option proved to be an inadequate solution to the food requirements as site preparation began and the City faced City of Orange Printed on 3/9/2023Page 1 of 2

an inadequate solution to the food requirements as site preparation began and the City faced unforeseen conditions. Therefore, staff canceled the kitchen rental and incurred a cost of $8,189 due to the cancellation. In December 2022 the City Manager approved a change order to cover the cancellation fee, bringing the PO total to $91,189.

Beyond the incurred cost of the trailer cancellation, additional expenses are anticipated due the vendor’sbilling cycle. Rather than billing on a monthly basis, the vendor bills on a weekly basis. The original PO accounted for 48 weeks of billing (12 months x 4 weeks); however, for one full year of services, the PO needs to account for 52 weeks of service. Therefore, as City Manager signing approval has been exhausted, staff is requesting that the City Council approve an additional $16,200 be added to the PO to complete a full year of service, plus an additional month of services in the event that the laundry trailer is required on site longer. Should that not happen, the City would not expend these funds. Staff is requesting the City Council approve an additional $16,200 to the existing PO, bringing the total blanket PO amount to $107,389.

At its April 12, 2022, meeting, the City Council appropriated $746,884.76 in Community Development Block Grant (310) funding for the transition plan. This expense will be funded through this appropriation.
