6. DISCUSSION AND BACKGROUND
In December 2022, the City Council awarded a contract to Tess Electric, Inc. to replace the aging electrical equipment at Wells 23 and 24. This work is on-going pending the delivery of the electrical equipment. The replacement of the soft starter drive for Well 24 was not included in the original scope of work because this equipment was thought to be in working condition. The soft starter drive ensures a smooth startup by stabilizing the inrush electric currents and prolonging the life of the motor and electrical equipment. A defective soft starter could cause a failed start-up or sudden stop to the motor. Since the original contract was awarded, Well 24 has experienced unintended stops to the motor many times. Public Works Water Division staff has contacted Southern California Edison (SCE) to investigate the issue related to the power supply. SCE reported no issues with its power source. After consulting with our electrical consultants, it is recommended that the Well 24 soft starter drive be replaced.

Tess Electric, Inc. has provided a written quote to supply and install a new soft starter for Well 24.
