The U.S. Department of Homeland Security has developed an Assistance to Firefighters Grant (AFG) program to make funds available for fire departments to protect the public and emergency personnel from fire and related hazards. from fire and related hazards. These funds are authorized for use in the purchase of firefighting safety equipment, personal protection equipment, training, wellness and fitness, and modifications to fire facilities.

Pursuant to a joint powers agreement, the cities of Orange and Anaheim formed the North Net Training Authority (North Net) for joint use of the North Net Fire Training Center (Training Center) to foster cooperation between the cities and provide more cost-effective training for each city’s fire department personnel.

During Fiscal Year 2023/24, North Net has allocated funds in its budget for the purchase of a configurable air compressor equipped with a three-position containment fill station system, electronic carbon monoxide monitor, and 4-cylinder ASME storage system to be housed at the Training Center.

This type of purchase may be eligible for grant assistance through the AFG program.

However, North Net cannot apply for a grant through the AFG program on its own because it is not an agency. To facilitate the opportunity to seek this type of grant, the City may serve as a conduit for North Net to apply for, and if awarded, accept this grant.

Should the AFG funds be received, as the conduit for the grant, North Net will provide the required 10% match and the City will issue the funds to North Net.

The proposed resolution authorizes application for funds from the AFG Program for the purchase of an air compressor and containment fill system, and if the grant is awarded, North Net will also provide the local matching funds of $7,449 or 10% of the required match.

Therefore, the Orange Fire Department is seeking authorization to submit a grant application to enable purchase of this safety equipment. This system will allow firefighters to safely navigate an environment that lacks safe and breathable air and is immediately dangerous to life or health.
