Item #: 3.11. 4/11/2023 File #: 23-0213
This asphalt concrete overlay project will rehabilitate approximately eight arterial streets and 42 residential streets throughout the City. The streets selected for maintenance are in accordance with our Pavement Management Plan, and generally fall into the “poor to fair” category. These streets require work at this time to prevent total pavement failure, which will save the cost of complete reconstruction at much higher future costs.

The City Council previously approved advertisement for bids on February 14, 2023. The bid solicitation was advertised on February 23, 2023 for a period of three weeks and bids were opened on March 16, 2023. Three bids were received as follows:

1. R. J. Noble Company, Orange $5,641,615

2. Palp Inc.,dba Excel Paving Co, Long Beach $5,789,926

3. All American Asphalt, Corona $6,048,669
The low bid is about 30.5% higher than the Engineer’sEstimate of $3,922,535. This represents a considerable increase in construction and material cost from last year, and as such, if the City’s project budget is not increased in the future, we will likely see a corresponding 30% reduction in our ability to perform needed street maintenance. Staff checked the references and qualifications for R.

J. Noble Company and found them to be acceptable, with adequate years of experience in completing contracts of similar nature to this project. Therefore, staff recommends that R. J. Noble Company be awarded the contract in the amount of $5,641,615 for Annual Pavement Maintenance at Various Locations, Fiscal Year 2022-2023.

Construction is scheduled to begin in May 2023 and is expected to be completed by December 2023.

7. ENVIRONMENTAL REVIEW
The proposed project is categorically exempt from the provisions of the California Environmental Quality Act (CEQA) under CEQA guidelines Section 15301 “Existing Facilities” Class 1 (c). The CEQA Notice of Exemption has been filed with the County Recorder’s Office.
