6. DISCUSSION AND BACKGROUND
The subject property was acquired by the City from Conrock in 1978 (Grant Deed, recorded September 1, 1978, in book 12827, book 1255). The property had an existing water well on it at that time. The water well had been installed by the Santa Ana Valley Irrigation Company (S.A.V.I.) when they owned it prior to conveying it to Conrock.

After the City acquired the property, the water well was discovered to have a collapsed casing. The City attempted to pull out the pump located in the well, but because of the collapsed casing, the pump could not be pulled out. The City subsequently destroyed the well per State standard.

The property is approximately 51,867 square feet. About half of the property is flat and usable, and the other half is a steep hillside sloping downward to Santiago Creek. The property is landlocked with the only access being from Santiago Creek or through the Santiago Creek Orange Mobile Home Park. The City has an access easement through the mobile home park to access the property for City of Orange Printed on 4/6/2023Page 1 of 2

After the 60 day notification period expires, staff will proceed with the disposition of the property. An appraisal will be obtained by the City for the potential sale of the property.
