1. SUBJECT
A Resolution delegating authority to the City Manager to make technical changes and other non- substantive edits to the 2021-2029 Housing Element that may result from the California Department of Housing and Community Development review, in a form approved by the City Attorney, for final certification of the Housing Element, without further City Council consideration or re-adoption of the 2021-2029 Housing Element.
2. SUMMARY
The 2021-2029 Housing Element of the General Plan was adopted by the City Council on February 14, 2022. The document was found to be in substantial conformance with state law on January 27, 2023 by the California Department of Housing and Community Development (HCD). However, prior to state certification HCD has requested additional information about certain identified candidate housing sites that may warrant minor revisions to the adopted Element. Given the non-substantive nature of the potential edits, HCD has indicated that such revisions may be made by the City Manager provided that the Council grants this authority through adoption of a resolution.
3. RECOMMENDED ACTION
Adopt Resolution No. 11448. A Resolution of the City Council of the City of Orange granting the City Manager the authority to make specified changes to the 2021-2029 adopted Housing Element.

6. DISCUSSION AND BACKGROUND
On February 10, 2023, the City Council adopted Resolution No. 11431 approving General Plan Amendment No 2022-0001 which adopted the City of Orange 2021-2029 General Plan Housing Element (Housing Element). The adopted Housing Element was sent to the California Department of Housing and Community Development (HCD) for review and certification.

corrections and supplemental information clarifying the City’s methodology and processes in determining the components of the Housing Element. This Resolution will authorize the City Manager to approve such changes and supplemental explanations, subject to approval of the City Attorney as to form. This delegation will ensure quick and timely response to HCD and certification of the Housing Element.
