1. SUBJECT
Award of contract to La Rocque Better Roofs, Inc. for park facility roof repairs at three park facility locations: La Veta, Olive, and Santiago Hills Parks and the City owned concession/restroom building located on city property, adjacent to Sycamore Elementary School; Bid No. 22-23.30.
2. SUMMARY
An evaluation of city-maintained park facilities in 2021 revealed that park building roofs at La Veta, Olive, and Santiago Hills Parks, and the city owned concession/restroom building located on city property, adjacent to Sycamore Elementary School (Sycamore Park) required reroofing to protect and preserve the structures. The City solicited bids to complete the reroofing and is recommending the City Council award a contract to La Rocque Better Roofs, Inc. to complete the project, which includes all roof preparation, roof replacement, and asbestos testing.
3. RECOMMENDED ACTION
Approve the contract to La Rocque Better Roofs, Inc. in the amount of $153,546, representing an original bid amount of $127,955, plus a 20 percent contingency of $25,591 for the Park Facility Roof Repairs project (20507) and authorize the Mayor and City Clerk to execute on behalf of the City.
4. FISCAL IMPACT
The total expenditure for this contract is $153,546 and will be funded in Park Facility Roof Repairs project (20507) through Park Acquisition (Infill) (510).

6. DISCUSSION AND BACKGROUND
Maintenance of park building roofs is critical to the overall preservation of the buildings. Most park building roofs are generally in good to fair condition due to ongoing replacement efforts over the last several years. In 2021, the City contracted with Bravo Roofing (Bravo) to assess park facility roofs.

Bravo found that reroofing was needed at the following locations:
· Picnic Pavilion at Olive Park
· Picnic Pavilion and Restroom Building at La Veta Park · Restroom Building at Santiago Hills Park
· Concession and Restroom Building at Sycamore Park
In addition, Bravo developed a biddable scope of work for the project based on the specification of each type of roof, which includes roof preparation, roof replacement, and asbestos testing.
Based on these evaluations, the City Council approved the Park Facility Roof Repairs project (20507) in Fiscal Year 2022- 2023. Staff issued a request for bids for the project, Bid 22-23.30, in February 2023 and five bids were received:
1. La Rocque Better Roofs, Inc., Rancho Cucamonga, CA $127,955
2. C.I. Services, Inc., Mission Viejo, CA $147,064
3. Danny Letner, Inc., Orange, CA $148,000
4. AME Builders, Inc., Pomona, CA $174,000
5. Bravo Roofing, Brea, CA $254,106
The lowest responsive and responsible bid is from La Rocque Better Roofs, Inc., for $127,955. Staff verified the qualifications of the vendor with references provided for similar projects and received positive responses.
The total amount for this contract is $153,546, which includes a 20 percent contingency of $25,591, as the evaluations were completed almost two years ago, and conditions may have worsened over time. In addition, other unknown conditions may be discovered after the current roofing is removed from each of the facilities. The cost for this project is included in the Park Facility Roof Repair project (20507) and will be funded through the Park Acquisition (Infill) Fund (510).
All work will be done with the intent to minimize disruption to regular programming or facility rentals. It may be necessary to restrict access to one or more facilities for specific dates, times, or durations for safety reasons.
