1. SUBJECT
Award of Contract to Kormex Construction, Inc. for installation of an irrigation booster pump at El Camino Real Park; Bid No. 22-23.28.
2. SUMMARY
Award a contract to Kormex Construction, Inc. for all labor and materials necessary to install a new irrigation booster pump at El Camino Real Park as part of the Irrigation Booster Pump Replacement Capital Improvement Project. The scope includes demolition, masonry, electrical, planting, and irrigation work. The new pump will replace the old unreliable pump, allowing for greater irrigation efficiency.
3. RECOMMENDED ACTION
Award the contract to Kormex Construction, Inc. in the amount of $69,000, for the Irrigation Booster Pump Replacement and authorize the Mayor and City Clerk to execute on behalf of the City.
4. FISCAL IMPACT
The total expenditure, including a 15% contingency, for this contract is $69,000 and will be funded in Irrigation Booster Pump Replacement (20508) through Park Acquisition (Infill) (510).
5. STRATEGIC PLAN GOALS

6. DISCUSSION AND BACKGROUND
The irrigation booster pump at El Camino Real Park assists in increasing water pressure and flow to the park's irrigation system. The existing pump is currently creating a water hammer effect, causing numerous mainline breaks and continuous repairs by Parks maintenance staff and contractors. Staff assessed the current booster pump and determined that it was failing and beyond repair. As such, the Irrigation Booster Pump Replacement project (20508) was approved as part of the Fiscal Year 2022-23 Capital Improvement Program. The project will replace the booster pump to ensure the irrigation system receives the proper water pressure and flow.

February 2023 and four bids were received:
1. Kormex Construction, Inc., Ontario, CA $60,000
2. Marina Landscape, Inc., Orange, CA $69,000
3. Vicon Enterprise, Anaheim, CA $78,000
4. T.E. Roberts, Inc., Irvine, CA $132,099
The lowest responsive and responsible bid is from Kormex Construction, Inc. in the amount of $60,000. Staff verified the qualifications of the vendor with references provided for similar projects and received positive responses.
Kormex’s proposed cost for the project is $60,000 which includes site preparation, demolition/removal of concrete, soil, and debris in designated work area, removal of existing pump, and installation of the new pump. As unforeseen challenges may occur with existing irrigation components during installation, a 15% contingency of $9,000 is included to cover any unanticipated expenses. Therefore, the total not-to-exceed amount for the contract is $69,000. The cost for this project is included in the Irrigation Booster Pump Replacement project (20508) and will be funded through the Park Acquisition (Infill) fund (510). The project is anticipated to be completed in early summer 2023.
