1. SUBJECT
Award of Contract to Elecnor Belco Electric, Inc. for Chapman and Hewes Intersection Signing and Striping Modifications; Bid No. 22-23.36, and finding of CEQA exemption.
2. SUMMARY
Bids for the Chapman and Hewes Intersection Signing and Striping Modifications, (SP-4252) were received and opened on March 23, 2023. One bidder responded to the notice inviting bids. The apparent low bidder is Elecnor Belco Electric, Inc. of Chino, California in the amount of $118,120. The total project cost is $129,932 with a 10% contingency.
3. RECOMMENDED ACTION
Approve contract with Elecnor Belco Electric, Inc. in the total amount of $129,932, representing an original bid amount of $118,120, plus a 10% contingency of $11,812, for Chapman and Hewes Intersection Signing and Striping Modifications; and authorize the Mayor and City Clerk to execute on behalf of the City.
4. FISCAL IMPACT
The total expenditure including a 10% contingency for this contract is $129,932 and will be funded in Minor Traffic Control Devices (16302) through Capital Projects (500).

6. DISCUSSION AND BACKGROUND
The Chapman and Hewes Intersection Signing and Striping Modifications project proposes to restripe the existing lane configuration at the Chapman Avenue/Hewes Street intersection to add dual left turn lanes on Chapman Avenue. The work involves removing existing striping, applying fog seal to the pavement, and restriping per the new configuration.

and bids were opened on March 23, 2023. One bid was received as follows:
1. Elecnor Belco Electric, Inc., Chino $118,120
The low bid is about 13.8% lower than the Engineer’s Estimate of $137,095. Staff checked the references and qualifications for Elecnor Belco Electric, Inc. and found them to be acceptable, with adequate years of experience in completing contracts of similar nature to this project. Therefore, staff recommends that Elecnor Belco Electric, Inc. be awarded the contract in the amount of $129,932, representing an original amount of $118,120, plus a 10% contingency of $11,812, for Chapman and Hewes Intersection Signing and Striping Modifications.
Construction is scheduled to begin in June 2023 and is expected to be completed by July 2023.
7. ENVIRONMENTAL REVIEW
Categorical Exemption: The proposed project is categorically exempt from the provisions of the California Environmental Quality Act (CEQA) per State CEQA Guidelines 15301 (Class 1 (c)) because the project involves pavement sealing and striping modifications. No public review is required. The Notice of Exemption has been filed with the County Recorder’s Office.
