Chapter 7.02 outlines the permanent water conservation requirements and procedures for determination of water supply shortage and level implementation.
On March 28, 2022, Governor Newsom issued Executive Order N-7-22 directing the SWRCB to adopt regulations requiring all water agencies to implement Level 2 water supply shortage.

Water Supply Shortage as outlined in the WSCP.
Because of the significant precipitation that California has received this year and the continuing water conservation efforts, the water supply shortage conditions no longer exist. The Governor’slatest Executive Order, N-5-23, on March 24, 2023, recognized the change in water supply conditions and removed the requirement that water agencies be at Level 2 of their WSCP. Therefore, staff recommends the City’s WSCP Level be reduced from Level 2 to Level 0 effective May 1, 2023.
If the water supply conditions change or if the Governor implements new mandatory conservation goals, staff will return to City Council with appropriate recommendations to meet the requirements.
