6. DISCUSSION AND BACKGROUND
Description
This parking lot/paseo closure request comes from Chapman Crafted and VW Trends Magazine, to hold an inaugural car show called the “HotDubs & Cold Suds Car Show”. From 10 AM to 3PM on Saturday, June 10, the Applicant proposes to close the surface parking lot on Lemon Street adjacent to the parking structure and the adjoining paseo, as shown on the Area Map. to the parking structure and the adjoining paseo, as shown on the Area Map. In exchange for use of public facilities, the Applicant has partnered with both the Orange Senior Center and the Community Foundation of Orange to gain charitable donations from the event. Approximately 50 vehicles and 500 people are expected to participate. Because alcohol will be served, the Applicant plans on closing the paseo and parking lot using a screened fence, and have the public enter the car show from Cypress Street. More specific details are provided on the attached Letter of Request.

The city has also received a request to suspend permit parking around Orange High School to accommodate a retirement celebration for Mr. Mike Short, a highly accomplished educator in our community. This will occur on May 21, 2023 from 2:00 to 7:00 PM.

Analysis
The affected parking lot has 25 marked public parking spaces. The loss of parking is not expected to have a significant impact since the adjoining parking structure provides over 600 parking spaces, sufficient to serve both event guests and Old Towne visitors. Additional parking is also available on the north side of Maple Avenue and on Cypress Street. The existing parking restrictions, including permit parking in residential areas, will remain in effect. In addition, closing the paseo for such a short duration is also expected to have negligible impacts, simply requiring pedestrians to detour and use the north sidewalk on Chapman Avenue.

The Applicant has committed to providing staff and volunteers to control the flow of attendees entering and exiting the premises and to maintain a comfortable capacity within the area as well.

Temporary suspension of permit parking in Area “A”is enacted periodically for various high school and university functions and is not expected to result in any significant parking impacts.

Special Event Permit
This request is for the closure of said parking lot and paseo only. Should these closures be approved, the Applicant will also be required to apply for a special event permit, which will be processed by staff administratively. The special event application would be distributed to various City departments and divisions, including Police, Fire, Public Works Field Services, and Attorney’sOffice, to identify conditions of approval and any city resources deemed necessary to support the event.

The Applicant shall be responsible to pay the application fee and all associated charges for staff time.

The parking lot/paseo closure, if approved, would (1) only apply to the aforementioned event, and (2) be contingent on a special event permit also being approved by staff. If a special event permit is not issued for any reason, the approval to close City facilities would automatically be rescinded. This order of operation was necessary to eliminate the potential of investing significant staff time only to have the request for closure denied.

Summary
The requested closures are expected to have a minimal effect on the surrounding businesses and Old Towne parking supply. Interdepartmental review of the forthcoming special event permit will ensure that the event meets all applicable City and safety requirements. Moreover, the event supports two Orange-based non-profit organizations. Therefore, staff respectfully recommends approving the requested parking lot and paseo closure.

It is staff’sopinion that the suspension of permit parking in area “A”will not have a detrimental effect on the neighborhoods surrounding Orange High. Therefore, staff also recommends the temporary City of Orange Printed on 5/4/2023Page 2 of 3
