Background:

The Project V funding program for Community-Based Transit/Circulators operates under the Renewed Measure M (M2). Approved by voters in 2006, M2 is a 30-year, multi-billion dollar program extension of the original Measure M (approved in 1990) with a new slate of planned projects and programs. These include improvements to the County freeway system, streets and roads network, expansion of the Metrolink system and more transit services.

In 2019, the Orange County Transportation Authority (OCTA) issued a Call for Projects under Measure M2-funded Project V to fund not only traditional capital improvement, operations, and maintenance projects, but also allow up to $60,000 per agency (with a 10% local match) to conduct planning related activities for possible future services. The City submitted an application proposing to conduct a transit planning study for a potential community circulator (shuttle bus service).

Consistent with the City’s Circulation Element of the General Plan and Strategic Plan goals to maintain and improve multi-modal transportation through the City, staff identified the possible future project to connect key activity centers and, in doing so, provide an intelligent and cost-effective alternative to driving. The key activity centers identified within the application include the UCI Medial Center, St Joseph’s Hospital, the Outlets at Orange, Old Towne, and Chapman University.

Conceptually, the Orange Community Circulator could link these locations, while simultaneously complementing the Metrolink Station, Old Towne Parking Structure, regional OCTA buses, and other transportation elements in the area. After review and approval of the City’sproject application, OCTA awarded the City $59,400 (with a $6,600 local match) through its Project V program.

In 2021, OCTA reached out to local agencies and offered project delivery deferments of up to 24 months due to various challenges associated with COVID-19. Some of the challenges created by the COVID-19 pandemic included: delays in retaining consultants, difficulty collecting accurate vehicle and pedestrian data, and surveying transit users. A funding extension was granted in March 2021 to extend the project initiation deadline until June 30, 2023.

Procurement:

City staff issued a request for proposals (RFP) for transit planning services related to the project on February 16, 2023 with a submittal deadline of March 16, 2023. Two consultants submitted their proposals for consideration, both demonstrating qualifying experience with similar projects.

A three-member selection committee was assembled to evaluate the consultants’proposals based on the following criteria:
· Project Team
· Experience and Qualifications
· Project Understanding and Approach
· Schedule
· Responsiveness to the Request for Proposal
· Cost
After evaluation of both proposals, the selection committee ranked Fehr & Peers as the top firm.

Fehr & Peers consistently demonstrated their proficiency in executing projects similar to the Orange Community Circulator Transit Planning Study through their proposal. With their extensive experience conducting transit studies, the committee determined Fehr & Peers’team would be best suited to support the City in administering the project.

If approved, the awarded agreement amount would be $65,850 plus a 10% contingency of $6,585, totaling $72,435. Fehr & Peers’cost proposal falls within the project’sestimates for transit planning services which include but are not limited to: project management and administration, community engagement and stakeholder meetings, existing programs research and needs assessment, route, services, and implementation plan, and document preparation. Staff recommends approving the proposed agreement with Fehr & Peers.
