6. DISCUSSION AND BACKGROUND
In June 2022, the City Council authorized the purchase of uniforms and duty gear from Galls, LLC (Galls) in the amount of $70,000 for Fiscal Year 2022-2023 (FY 22-23). The cost to purchase uniforms has exceeded the original budgeted amount and requires a change order.
The Police Department’sincreased requirements for uniforms over the last year is largely the result of increased recruiting efforts of uniformed personnel including Police Academy Trainees (PAT), lateral officers, and civilian positions. The department is now averaging 20 PATs in the academy per fiscal year. The cost to outfit a PAT with uniforms is estimated at $1,250 per trainee which equates to $25,000 per fiscal year. This does not include annual uniform requirements to outfit current uniformed personnel, lateral officers, and non-sworn uniformed personnel.
Due to increased costs and recruiting efforts, remaining uniform expenses exceed the annual budget amount of $70,000 and requires approval of a change order. Galls is headquartered in Lexington, Kentucky and currently maintains a retail location in Orange.
The procurement of uniforms is being obtained through a Cooperative Purchasing Agreement; Master Agreement No. 106-495220 entered into by the City of Anaheim.
