6. DISCUSSION AND BACKGROUND
On May 9, 2023, the City Council adopted Ordinance No. 04-23, approving an administrative citation program, that will become effective on June 9, 2023. The administrative citation program allows any person who receives an administrative citation to appeal the violation. On March 28, in anticipation of the administrative citation program, the City Council adopted Resolution No. 11444, which set the appeal fee at $85, which is approximately one-half of the current total cost of the administrative appeal hearing. The City would cover the remaining $85.
During discussions prior to adoption of Ordinance No. 04-23, the City Council requested that the appeal fee be reduced from $85 to $50. This proposed Resolution No. 11456 amends the prior Resolution No. 11444 to effect that reduction. The remaining provisions in Resolution No. 11444 will remain unchanged.
