At their March 14 meeting, the City Council approved permit parking on Sycamore Avenue (Area “Z”.).To preemptively address the potential of parking intrusion displacing onto adjacent streets, the City Council also directed staff to present a follow-up item recommending expanding permit parking Area “Z”,to include portions of Rancho Santiago Boulevard, Silverleaf Avenue, Christine Street, and Richard City of Orange Printed on 5/18/2023Page 1 of 2

Street as shown on the attached Area Map.

To ensure that the proposal to expand permit parking reflects the attitudes of a neighborhood majority, staff conducted an expedited a petition process. The results indicate a 77.5% majority of homeowners on the affected streets are in favor of permit parking. This level of support exceeds the 75% stipulated in the NPPP for other permit parking requests. Typically, permit parking requests are presented to both the City Traffic Commission (CTC) and City Council for approval. However, based on City Council direction, staff is presenting this request directly to the City Council for final approval.
