TO: Honorable Mayor and Members of the City Council
THRU: Tom Kisela, City Manager
FROM: Christopher Cash, Public Works Director
1. SUBJECT
Introduction and First Reading of Ordinance No. 06-23 amending Section 15.04.015 of the Orange Municipal Code deleting provision regarding Work Exempt from Permit.
2. SUMMARY
This change is necessary based on feedback received from the California Building Standards Commission in reviewing our recently adopted 2022 Building Codes with local amendments. Staff retained three exemptions for work without a permit that require findings since they exceed minimum allowances by the State. In further review, these exemptions referenced in the Municipal Code are not necessary and staff’s recommendation is to remove them and revert to the minimum State standards.
3. RECOMMENDED ACTION
Introduce and conduct First Reading of Ordinance No. 06-23. An Ordinance of the City Council of the City of Orange amending Section 15.04.015 of the Orange Municipal Code deleting a provision regarding work exempt from permit.
4. FISCAL IMPACT
None.

d: Assure the development of the City occurs in a fashion that maximizes public safety.
6. DISCUSSION AND BACKGROUND
Late last year the Building Code Adoption Ordinance No. 06-22 was approved and forwarded to the California Building Standards Commission for their approval. In the Spring of this year, staff received a response requiring modifications prior to State approval. The Building and Safety Division of the Public Works Department is recommending this minor change so that we can proceed in securing the State’s approval for our most recent Building Code Adoption.
