Item #: 3.8. 6/13/2023 File #: 23-0388
In the past, part-time City employees staffed these programs; however, as a budget savings measure, since 2011, the City has partnered with various non-profit organizations to provide the programs on the City‘sbehalf using Community Development Block Grant (CDBG) consistent with the City Council’s approved Annual Action Plans.

In 2018, the City entered into a five-year agreement with One OC, dba, the Youth Centers of Orange (YCO), to provide after-school programming. The YCO subsidized costs through corporate sponsors, grants, and their general fund. In 2020, YCO assigned the agreement to Allelous, Inc., dba The HUB OC (The HUB). The HUB continued offering the YCO program and supplemented expenditures through fund raising efforts. The current Agreement expires June 30, 2023. Staff is recommending approval of the First Amendment to the Agreement with YCO and The HUB, authorizing a one-year extension and use of $40,000 in CDBG funding to compensate eligible staff time expenses. The First Amendment also adjusts the minimum number of youths served from 300 to 150 to reflect a more accurate number of students served while maintaining safe staff to participant ratios given consistent increases in personnel costs.

Prior to the next application period for CDBG funds, staff will work with the YCO to evaluate the after- school program needs based on the current programming model and provide recommendations for Fiscal Year 2024-25 after school programming.
