6. DISCUSSION AND BACKGROUND
The subject storm drain easements were dedicated to the City and recorded on June 4, 1984, and September 29, 1988. The easements allowed the construction of a City-owned storm drain line to cross the property at 388 South Clark Street, through the neighboring Ronald McDonald property and then connect to the storm drain main line on South Batavia Street. With the recent proposed expansion of the new Ronald McDonald House project, the existing City-owned storm drain was realigned to the south of the Ronald McDonald parcel. As a result, the existing storm drain and easement located on 388 South Clark Street is no longer needed and the property owner has requested to have it quitclaimed by the City.
Staff recommends the City Council approve the quitclaim of the existing storm drain easements to Noreene A. Acken and authorize the Mayor to sign the quitclaim deed.
