1. SUBJECT
Authorize purchase of five motorcycles for the Police Department from Irv Seaver Motorcycles using a Cooperative Purchasing Agreement with another local agency.
2. SUMMARY
Purchase and equip five motorcycles for the Police Department from Irv Seaver Motorcycles. City Council has previously approved the Cooperative Purchasing Agreement as a standard for vehicle procurement.
3. RECOMMENDED ACTION
Approve the purchase of five 2024 BMW motorcycles from Irv Seaver Motorcycles for $143,421.
4. FISCAL IMPACT
The total expenditure for this purchase is $143,421 and will be funded through Vehicle Replacement (720).

6. DISCUSSION AND BACKGROUND
City Council has previously authorized a Cooperative Purchasing Agreement with a piggyback option with another agency. The previous piggyback option was utilized in November 2021 with the City of Santa Ana (reference purchase order no. 123192) for the BMW Police Pursuit Motorcycles. These five motorcycles are beyond their useful life and require replacement within Fiscal Year (FY) 2023 and 2024. Four motorcycles were budgeted in FY 23 and one is budgeted in FY 24 as part of the budget adoption.
The 2024 models are available to order and Irv Seaver Motorcycles agreed to the price continuation for all five 2024 BMW R1250 RT-P motorcycles, identified with their recommended replacements as follow:

Total Cost: $143,421
As is customary in public agencies, after removing all equipment, the five surplus motorcycles will be auctioned, for a total sum of approximately $6,000. Upon placement of the order, it will take six months to build and equip them.
