6. DISCUSSION AND BACKGROUND
Proposition 64, The Control, Regulate and Tax Adult Use Marijuana Act, was approved by voters in 2016. The initiative legalizes marijuana for those over 21 years old, and establishes laws to regulate marijuana cultivation, distribution, sales and use, and will protect Californians and the environment from potential dangers. The initiative mandates the State to set aside funding for the California Highway Patrol to provide grants to local law enforcement for education, prevention, and enforcement of impaired driving laws.
An application for funding was submitted in February 2023, and conditionally approved for the Cannabis Tax Fund Grant Program (CTFGP) in the amount of $137,099.12. The CTFGP is a reimbursable grant and will be designated towards education and training programs that increase the officer’sability to detect impairment in drivers. Grant funded objectives for Fiscal Year 2023-2024 (FY 23-24) are as follows:
· Host (1) Standard Field Sobriety (SFST) training - 10 officers per class · 5 officers to attend Advanced Roadside Impaired Driving Enforcement (ARIDE) trainings · 2 officers to attend a Drug Recognition Expert (DRE) course · 1 officer to attend an SFST Instructor course
· 1 officer to attend a DRE Instructor course
· 5 officers to attend a DRE Recertification course
· 5 DRE officers to attend the Impaired Driving and Traffic Safety Conference The allocation of CTFGP funds will ensure adequate funding for training costs during FY 23-24.
