accepted and appropriated by the City Council. Chapman University became an “Orange Tree” partner for the 2023 Special Event Season and donated $10,000. Staff is requesting this donation be accepted and appropriated to help cover the cost of the City’s annual special events.

The City received this revenue in Fiscal Year 2022-2023 (FY 23) following the finalization of the Fiscal Year 2023-2024 (FY 24) Operating Budget; as such, staff is recommending that the City Council accept and appropriate this revenue into the FY 23 Operating Budget.

Additionally, the City received several donations in the amount of $5,000 or less, totaling $45,534, and in accordance with the City’sdonation policy, appropriated the revenue into the corresponding 2023 Special Events expenditure accounts. The City Council’sadoption of the FY24 operating budget on June 27, 2023, did not include carrying over the balances in these accounts to the new Fiscal Year. Therefore, staff is recommending that the City Council authorize the carryover of FY23 Special Events 2023 Season account balances to FY24 to ensure the community partnership donations are applied to remaining Calendar Year 2023 special events.
